Daniel Oscar

President & CEO

Daniel F. Oscar is President & CEO of PCLT. He provides strategic oversight for all aspects of PCLT's work. Daniel took over the helm of the organization on June 1, 2009, upon the retirement of PCLT's Founder, Dr. Sharon Rose Powell. Mr. Oscar has an extensive record of achievement in establishing and growing innovative educational organizations. He was the President & Founder of The Learning Project, a not-for-profit school management organization based in New York City, and was one of the lead founders of Teach For America, the national teacher corps. He also served as a Vice President of Product Development for EdisonLearning (formerly Edison Schools). Most recently Mr. Oscar worked as a consultant to a wide-range of education organizations, including the Newark (NJ) Charter School Fund, Children's Progress, and Wireless Generation, where he provided strategic consulting on issues related to business development, educational technology, student assessment, and charter schools. In addition, he serves on the Board of Directors of the New York Charter Schools Association. He holds a bachelor's degree in Philosophy from Princeton University.

Abby Attias

Vice President, New Product Development, Design, & Training

Abby Attias, Ph.D., is Vice President for New Product Development, Design, & Training at PCLT. She oversees the design and implementation of customized projects for schools throughout the mid-Atlantic region as well as PCLT's school-wide Student & Family Advisory program. Dr. Attias has consulted both domestically and internationally on diversity training and communication issues. She holds a doctorate in English from Rutgers University and a bachelor's degree in English from the State University of NY at Binghamton.

Sherry Barr

Vice President, Operations, Product Management, & Evaluation

Sherry Barr, Psy.D., is Vice President for Operations, Product Management, & Evaluation at PCLT. She oversees the implementation, dissemination, and evaluation of PCLT's high school peer leadership programs and leads PCLT's North Carolina office. Dr. Barr is a New Jersey-certified school psychologist and visiting faculty member at the Center of Alcohol Studies at Rutgers University. She holds both a doctorate and master's degree in school psychology from the Graduate School of Applied and Professional Psychology at Rutgers University, and a bachelor's degree in psychology from Millersville University.

Sharon Rose Powell

Founder

Sharon Rose Powell, Ed.D.,is the Founder of PCLT. An educator and leadership training consultant for over 30 years, Dr. Powell has developed numerous peer leadership models, beginning with the comprehensive Peer Group Connection program in 1979. She is a frequent presenter at public forums that focus on teacher professional development initiatives, leadership training, and the developmental issues of adolescents during critical transitions in their lives. Dr. Powell is currently in a private practice as a licensed psychologist for adolescents, couples and families in the Princeton area. She holds a doctorate in counseling psychology from the Graduate School of Education (GSE) at Rutgers University; a master's degree from the GSE at the University of California, Berkeley; and a bachelor's degree from the University of North Carolina at Chapel Hill.

Scott Albert

Project Director, New Jersey

Scott Albert,MSW, is Project Director for PCLT's New Jersey office. He provides training, on-site technical assistance, guidance, problem-solving, and coaching to school stakeholders and faculty in schools across the state. Before joining PCLT, Mr. Albert had been a school \ administrator, teacher, counselor, and advisor in independent schools for almost 20 years. Mr. Albert has also been a columnist for Packet Publications in Princeton; he has worked as a teen mentor and family coach, and has served on the Boards for Big Brothers/Big Sisters of Mercer County and The Childcare Center at the Lawrenceville School. He holds a master's degree in social work from Simmons College School of Social Work and a bachelor's degree in psychology from the State University of New York at Oneonta.

Daphne Casciano

Executive Assistant

Daphne Casciano is Executive Assistant at PCLT. She is a former educator with 15 years classroom experience on the high school level in Virginia and Vermont. She began working in the non-profit world 18 years ago and has a thorough knowledge of document design, ensuring that the designs are user-friendly, well organized, readable, legible, and relevant to the subject matter. She holds a bachelor's of science degree in Health & Physical Education from Old Dominion University in Norfolk, VA.

Gabriela DeCandia

Graduate Student Intern

Gabriela DeCandia is a graduate student intern at PCLT. She is currently pursuing a doctorate degree in school psychology from the Graduate School of Applied and Professional Psychology at Rutgers University. In her role at PCLT, Gabriela is developing advanced skills in areas such as group facilitation, program development, data collection and analysis, research, and writing. She participates in a wide variety of internal and external meetings and training events. Gabriela holds a bachelor's degree in psychology from Ramapo College of New Jersey.

Russel Dunnings

Statewide FDA Project Coordinator

Russel Dunnings, MBA, is the Statewide FDA Project Coordinator (SFPC) for the FDA State Tobacco Compliance Check Inspection Program, which is a collaboration between the New Jersey Department of Health and Senior Services and PCLT. He supports the successful implementation of this initiative through capacity-building, training, administration, and guidance of a team commissioned by the FDA. Russel has an extensive background in education, program management, training, and performance improvement in sexuality and reproductive health with a focus on addressing the needs of males in family planning. He holds a master's degree in business administration from Eastern University in Pennsylvania and a bachelor's degree in psychology from Virginia State University.

Caitlin Gleason

Administrative & Research Assistant, New Jersey

Caitlin Gleason, M.Ed., is an Administrative and Research Assistant in PCLT's New Jersey office. She supports daily office operations, coordinates training events, and prepares training materials. After graduating from Smith College, she joined Teach for America in Wilmington, Delaware as an elementary school teacher. Her interest in visual culture inspired her to establish and teach the school's art program, which prompted her subsequent role as the school's curriculum and development manager. Ms. Gleason holds a master's degree in education from Wilmington University and bachelor's degrees in government and art history from Smith College.

Christine V. Harris

Project Director, New Jersey

Christine V. Harris, Psy.M is a Project Director for PCLT's New Jersey office. She draws on years of experience in leadership development, training and group facilitation to provide high quality training, on-site technical assistance, problem-solving, and coaching to school stakeholders and faculty in schools across the state and in other local markets. Additionally, Ms. Harris has over 10 years of experience in providing therapeutic services to children and biological and foster/adoptive families. She holds a bachelor's degree in psychology from the University of Maryland, Baltimore County and a master's degree in clinical psychology from The Graduate School of Applied and Professional Psychology at Rutgers University in New Jersey, where she is completing her doctoral dissertation.

Vivian Huang

Vivian Huang is an Administrative and Research Assistant in PCLT's New Jersey office. She supports daily office operations, coordinates training events, and prepares training materials. Prior to joining PCLT, Vivian worked as a research assistant at an education consulting firm in Indiana and has experience privately tutoring international students in the United States, as well as teaching classes at the University of Science and Technology in Beijing. She has also written for a major newspaper in Chicago and interned at a leading global PR firm in China. Ms. Huang holds bachelor's degrees in journalism and Chinese.

Chavonne Lenoir Perotte

Executive Director, New Jersey

Chavonne Lenoir Perotte, DrPH, is Executive Director of PCLT's New Jersey office. She oversees the successful implementation, dissemination, and evaluation of PCLT's programs in schools across the state. An accomplished researcher, Dr. Perotte received the 2003 New Investigator Award from the Society of Adolescent Medicine. She holds a doctorate degree in public health from the Johns Hopkins Bloomberg School of Public Health, a master's degree in public health from the George Washington University, School of Public Health and Health Services and a bachelor's degree in biology from the College of William and Mary. She is currently a visiting research scientist at the Johns Hopkins University School of Medicine, Division of Adolescent Medicine.

Mary Moloughney

Mary Moloughney is Director of Office Management, HR, and IT at PCLT. She oversees purchasing, information technology, human resources, and facilities management for PCLT's offices. Melissa Murchison-Blake

Project Manager, North Carolina

Melissa Murchison-Blake,M.S., is Project Manager for PCLT's North Carolina office. She works closely with school personnel to support successful implementation of PCLT's programs in high schools across the state through on-site consultation and faculty training. Prior to joining PCLT, Ms. Murchison-Blake spent over a decade developing and coordinating educational programs in disciplines ranging from literacy to leadership and cultural diversity, in both school and community-based settings in New York, Florida, and North Carolina. Melissa holds a master's of science degree in international/intercultural education from Florida International University and a bachelor's degree in international studies from the University of North Carolina at Chapel Hill.

Erin O'Leary

Director of Growth Strategy

Erin O'Leary is Director of Growth Strategy at PCLT. She leads PCLT's efforts to improve and enhance the internal infrastructure to support organizational growth and expansion. Ms. O'Leary started her career working in management consulting and prior to joining PCLT she served as Director of Strategy and Project Management at Children's Progress, an early childhood technology company. Melissa Reagan

Administrative & Research Assistant, North Carolina

Melissa Reagan is an Administrative & Research Assistant in PCLT's North Carolina office. She oversees daily office operations and coordinates training events, prepares training materials, and supports program evaluation activities. Prior to joining PCLT, Ms. Regan worked at law firms in Washington D.C. and Maine where she assisted attorneys in the International Corporate Finance and Litigation groups with drafting pleadings, client-related research, meeting preparation, and billing. During college, Melissa served as a Peer Leadership Mentor to help incoming first-year students make a successful transition from high school to college. She received her bachelor's degree in international affairs from The George Washington University.

Leopold Kimo Richardson

Project Manager, New Jersey

Leopold Kimo Richardson is a Project Manager for PCLT's New Jersey office. He supports administrators, faculty, and stakeholders from schools across the state to successfully implement several PCLT programs including Peer Group Connection and the Teen Prevention Education Program. Leopold has a background in program management, training design and delivery, and technical assistance in support of summer and expanded day programs. Most recently he served as the Managing Director of Programs for the New Jersey Region of Citizen Schools. Leopold is also a licensed minister and a participant of the National Urban Fellow's America's Leaders of Change Initiative. He received his bachelor's degree in communications from Rutgers University.

Margo Ross

Senior Director of Development

Margo R. Ross, Psy.D., is Senior Director of Development at PCLT. Dr. Ross has been a member of the staff at PCLT for over 10 years and is a certified school psychologist in New Jersey. Morgan L. Silk

Morgan L. Silk, MBA, is a project coordinator for PCLT's New Jersey office. Before coming to PCLT, Ms. Silk wore several hats in higher education, serving undergraduate students in advising and counseling roles, and as an adjunct professor of sociology and business. Pamela Taylor

Project Manager, New Jersey

Pamela Taylor, M.S., is a Project Manager for PCLT's New Jersey office. She supports administrators, faculty, and stakeholders from schools across the state to successfully implement several PCLT programs including Peer Group Connection and the Teen Prevention Education Program. She has worked as a trainer, facilitator, and technical assistance provider at PCLT since 1998. Rev. Taylor serves as an Associate Minister of Alpha Baptist Church in Willingboro, New Jersey, where she works with women's, youth, and educational ministries. She holds a master's degree in Christian Counseling from the Philadelphia Biblical University and a bachelor's degree in journalism from the University of Georgia.

Lauren Wainczak

Director of Finance

Lauren Wainczak, CPA, is Director of Finance at PCLT. She oversees all aspects of fiscal management at PCLT. She is a licensed CPA with over 20 years of public and private accounting experience. She has worked for large and small public accounting firms, for the NJ Dept. of Education as an auditor for Abbott school districts, and as Accounting Manager for Sarnoff Corporation before entering the non-profit field. Lauren received her bachelor's degree in accounting from Trenton State College.
